Mizoram Seek Private Partners in Power, Health

india-electricityAizawl, Dec 13 : The Planning Commission has asked Mizoram to seek private partnership in power, health and education sectors besides developmental projects to accelerate the economic growth of the state, an official said Saturday.

The advice came at a meeting between Planning Commission member B.K. Chaturvedi and senior Mizoram government officials led by Chief Secretary Pu Van Hela Pachuau, said the plan panel official present at the meet.

“Chaturvedi urged the officials to explore private partnerships in areas such as power, health and education. He also asked them to think of convergence in development projects wherever possible and be open to private investments in the state as they can accelerate the rate of economic development,” the official said.

Chaturvedi said that with the initiative of the agriculture department in setting up an palm oil factory, the agricultural sector in Mizoram needs to be supplemented with some industrial and food processing activities.

“The skill development should provide gainful employment to people to accelerate the pace of growth,” he told the state officials.

Chaturvedi also emphasised that ongoing New Land Use Policy (NLUP) should aim at developing economic regeneration of the people and not only consumption regeneration.

The NLUP is the Mizoram government’s flagship programme, and seeks to uplift the poorer sections of society by giving them a permanent source of income to do away with the ’slash and burn’ method of cultivation, locally called “jhum”, and move towards improved sustainable land-based means of livelihood.

Naga Rebels Giving Out Indian Army Positions to China

naga armyNew Delhi, Dec 13 : Reports have surfaced that Naga insurgents are giving away details of the Indian Army's deployment in the Northeast to China.

These details emerged after the interrogation of a key leader of the National Socialist Council of Nagaland Isak-Muivah (NSCN(IM), who the Indian intelligence agencies have caught a couple of months ago.

These details also include positions of aircraft and missiles. The special focus of these leakages, according to reports, are the areas around Twang in Arunachal Pradesh.

Government sources say not the Chinese government, but the Chinese intelligence agencies might have approached the NSCN(IM) through some front organisations for these details.
But the story doesn't end here.

The NSCN(IM), which has been engaged in peace talks with the Indian government for the last 15 years, has reportedly given approximately 700,000 US dollars for weapons. This points to the fact that while the peace talks are going on, they are arming themselves.

When the Indian negotiators took up the matter with NSCN(IM), they agreed to buying the weapons but said those arms have not been brought into India yet.

Manipur to Introduce Chopper Services

nagaland chopper serviceImphal, Dec 13 : After neighbouring Nagaland had started to introduce helicopter service to have a better communication between its hill stations, Manipur is likely to copy the same sooner or later.

Reports here said helicopter services between Manipur’s State capital and border town of Moreh (110 km south of Imphal) and Jiribam sub-divisional headquarter (225 km west of Imphal) bordering Assam’s Cachar district via Tamenglong district headquarter, have been proposed as soon as possible.

The State Government has recently provided information with regard to ground preparation for the service which had been sought by the Union Ministry of Home Affairs (MHA), sources said.

Giving a green signal to the proposed helicopter service in the State, Union Ministry of Home Affairs had asked the State Government to submit the requisite information with regard to feasibility of the proposed service, an official source said.

Recently MHA joint secretary (NE) asked the State Home department to furnish the requisite information stating that Centre has agreed to the introduction of helicopter services in the State, initially between Imphal-Tamenglong-Jiribam and Imphal-Moreh.

State Transport Directorate is expected to coordinate the operations of the helicopter service while State police will take care of security of helipads. The approximate flying time for Imphal-Tamenglong is around 20 minutes, Tamenglong-Jiribam 15 minutes, Imphal-Jiribam 30 minutes, and Imphal-Moreh 27 minutes.

The chopper services in Nagaland have already covered all districts except Peren, Longleng and Kiphire. Another chopper service has connected district headquarters of Makokchung, Mon, Tuensang, Zunheboto, Phek and Wokha.

Nagaland Government is now planning to introduce chopper service to Dzukou Valley – a popular tourist destination along Manipur-Nagaland border. “We are planning to introduce helicopter service to the Valley soon”, a senior official of Nagaland State Transport(NST) said over telephone.

Tourists, hikers and mountaineers have been visiting the beautiful Valley located in between Manipur-Nagaland border by foot through the hilly terrain of the region either through Manipur’s Mao village or Nagaland’s Viswema village.

The helicopter service will be operated twice a week, on Monday and Wednesday. Nagaland Chief Minister Neiphiu Rio along with officials landed in a helicopter in Dzukou Valley recently to take first hand stock of the introduction of the service.

‘North East Wave’ Coming Up On TV

televisionItanagar, Dec 10 : As a part of the Agenda for 100-day of Ministry of Department of North Eastern Region (DoNER), a multi-state composite competitive cultural programme, called ''North East Wave'', in the television reality show is being taken up by North Eastern Council (NEC) to encourage the talented youths of this region.

Suyojan Films (India) Pvt Limited of New Delhi has been awarded the contract by NEC, official sources said today.

The programme will showcase the composite cultural heritage like folk, ethnic dances, songs of the region as well as the modern creative dance and songs to suit the aesthetic taste of the day and mainstreaming the talented youth of the NE region into the national pool.

The show has been divided into two parts--one competitive and one non-competitive part. The non-competitive part will be organised in consultation with the state governments of NE states.

In this connection an audition team from Suyojan Film will visit the district which will set off from December 15, onwards and will cover 21 specific locations (district headquarters) in the region.

The Mega finale of the reality show will be telecasted live in an open air stadium at Guwahati during third week of February next.

Audition in the state would be conducted at Bomdila on December 20 and December 27 at Itanagar, informed MS Bhuyan, Adviser, Banking, Industries and Tourism, Assam, sources added.

Call For Special Law to Curb Witch-Hunting in Assam

witch hunting assamGuwahati, Dec 11 : A State-level consultation on witch-hunting held here on Friday called for a special law to fight the menace.

The consultation, organised by the Assam Mahila Samata Society, recommended formulation of a State action plan and opening of a trauma counselling centre to reach out to the victims of witch-hunting. It was suggested that women's courts be set up at the panchayat level to tackle the problem.

The consultation urged the government to make continuous efforts to prevent recurrence of witch-hunting incidents and undertake special measures for improving health care, particularly in remote areas, and for generating awareness among the people against the menace.

Five women — four from Lower Assam's Goalpara district and one from West Garo Hills district in Meghalaya — shared the trauma of being branded witches by their villagers and subjected to torture. Kadai Rabha of Satabari in Goalpara district narrated how she was thrown out of the village after the locals branded her a witch and for three months she lived a horrible life, completely cut-off from her own family. Although she could return to her village on the intervention of the Assam Mahila Samata Society, she is still subjected to mental torture.

Senior IPS official Kula Saikia also stressed the need for a special law to tackle witch-hunting. He said the police had tough problem in investigating the issue as in some cases the entire community or village got involved in witch-hunting. In most of the cases no witness could be found.

Mr. Saikia, while serving as the Deputy Inspector-General of Police at Kokrajhar, launched “Project Prahari” in August 2001 in a backward tribal village, Thaigerguri. The project was aimed at fighting witch-hunting by uplifting the socio-economical status of the people.

The killing of five locals by the villagers on the charge of witch-hunting prompted Mr. Saikia to launch the project. He extended a helping hand by providing self-employment opportunities using the locally available resources. The concept was blending participatory development with community policing. The project did work and in less than three years witch-hunting became a thing of past in the village. The success of the project led to declaration of “Project Prahari” a State-wide project.

Chairperson of the Assam Human Rights Commission Justice Sujit Barman Roy also spoke.

UNC Demands Separate Naga State Within Manipur

The National Socialist Council of Nagaland-Isak Muivah backed United Naga Council of Manipur has raised a fresh demand for 'creating a separate Union Territory or a separate state within the constitution of India,' in the just concluded tripartite talks held on December 3, in the Senapati district of Manipur.

Experts are of the view that this is the handiwork of NSCN-IM to fulfill their long cherished dream of incorporating the entire Naga inhabited districts of Manipur with the Greater Nagaland.

In fact, The UNC members under the leadership of Sword Vashum submitted a memorandum to Prime Minister Dr Manmohan Singh on September 14 last demanding 'an alternate arrangement' for the Nagas living in Manipur as they alleged that they were a neglected lot under the present Manipur government headed by Okram Ibobi Singh.

The chairman of the UNC also alleged that the present Manipur government was fully responsible for the 'sharp division between the Meiteis and the Nagas within Manipur.' 

"We are the victims. There is absolutely no development in the hill region of Manipur. This ill treatment and step motherly attitude of the Manipur government virtually forced us to ask for separation along the ethnic line. We are already mentally divided. Now we want separation on ground. We organised series of protest movements. Finally we went for long economic blockade. But nothing worked to our advantage. Now we will not accept for anything less than a separate Union Territory or a state to preserve and protect Naga identity and culture," Vashum asserted.

The UNC members also met Union Home Minister P Chidambaram and apprised him of the prevailing situation in Manipur. It was due to the direction from the Centre that the first tripartite talks were held in Manipur on December 3. The Centre had dispatched a high level team including the Secretary (Internal security) P K Bansal and the Joint Secretary (North East) Shambhu Singh to represent the Central government.

But Manipur government changed its decision at the last moment and sent only a high level administrative team led by State Chief Secretary D S Poonia.

On November 27, the state government informed the Union Home Ministry in an official communiqué that they would draft three cabinet rank ministers to represent the state's view on the issue of 'alternate arrangement for the Nagas within Manipur.'

But later the state government withdrew its three ministers from the high level team causing chagrin and consternation to the UNC members.

The UNC was furious. Since the administrative team did not have any political mandate to discuss the core issue, 'alternate arrangement for the Nagas within Manipur', the meeting ended without any effective discussion on the core issue.

It was decided that another round of talks would be held soon. Chief Secretary Poonia told the media that he did not have any mandate to express his opinion on any political issue. Only the political leadership was competent authority to talk about the core issue. His team could redress only the administrative grievances.

Union Secretary Bansal, however, asserted that "both sides have been able to understand each other. We tried to understand all the issues. This is a good beginning.''

Another UNC member and former Lok Sabha member from Manipur, Mani Charnemai, also made a positive statement. He told the media that "we have been able to make a breakthrough and convince the authorities about our concern and sentiment. We hope that the next round of meeting will be more fruitful."

The political leadership of Manipur is unlikely to concede any 'alternate arrangement' for the Nagas of Manipur. The state government sources indicated that the elected Autonomous District Councils in the hill region have enough power to develop their hill districts and redress grievances of the tribal people. Instead of raising any demand for separation, the UNC should cooperate with the elected District Councils and involve themselves to fulfill their aspirations.

However, the experts are of the view that this is the beginning of the gradual incorporation of Naga inhabited four districts of Manipur, that is, Senapati, Ukhrul, Chandel and Tamenglong with the Nagaland.

That the Centre has agreed for holding a tripartite talks on this core issue of 'alternate arrangement for the Nagas within Manipur' and the subsequent participation of the state government representatives in the tripartite talks is a clear indication that the process of 'evolving a separate administrative and financial mechanism for the Nagas within Manipur' has begun.

It is pertinent to note here that the peace talks between NSCN-IM and the Centre has made a breakthrough this time barring one issue that is the incorporation of Naga inhabited areas of neighbouring states with the present Nagaland.

A few months back, the NSCN-IM General Secretary Th Muivah backed by the Central government made an abortive bid to visit his birth place Somdel in Ukhrul districts. 

Finally, the UNC demand for an 'alternate arrangement' for Nagas within Manipur seems to be a new ploy to achieve the demand of  forming a Greater Nagaland. It remains to be seen how the Centre resolves the Naga political problem.

Orange Festival Opens in Tamenglong

Come December, Manipur's Tamenglong district is red with oranges.

Chief Minister O Ibobi Singh will inaugurate the orange festival tomorrow in the district headquarters.

The festival will last for two days and will conclude with a Orange Queen contest.
Selection for the Orange Queen was done in Imphal earlier.

Meanwhile, the United Naga Council (UNC) had urged all not to allow the chief minister and other dignitaries to attend the festival as part of the stir against the Manipur government.
The UNC has asked all Nagas to severe ties with the government.

The Naga Youth Front (NYF) had also called a 48-hour Tamenglong district bandh from today midnight as a sign of support to the UNC call.

Official sources said the protest will not affect the programme and adequate security arrangements had been beefed up.

The chief minister will also fly to Tamenglong district by air to take part in the festival accompanied by his Cabinet colleagues.

NEW YORK (CBS) A video of Miley Cyrus smoking from a bong at a party has surfaced online Friday.

"Okay, I'm about to lose it now," the pop singer says in the video, obtained by TMZ, after taking a hit.

A source told the gossip site that Cyrus was not smoking marijuana, but salvia - a natural herb that is legal in California and can produce hallucinogenic effects.

"I'm having a little bit of a bad trip," she giggles into the camera after spotting a party guest that resembles her then boyfriend, Liam Hemsworth.

"Is that a Liam lookalike, or what the hell is that? Is that my boyfriend?" she asks in between laughs. "Is that me tripping?"

The video, which was reportedly shot at Cyrus' Los Angeles area home a few days after her 18th birthday in November, closes out with Cryus talking rapidly and saying, "I want more of that s---, I swear."
