NEC: A Fossilised Institution

The North Eastern Council (NEC) was created in 1971 to provide a blueprint for the development of the remote region. It was meant to provide a comprehensive plan for the creation of infrastructure and for inter-regional road and air linkages. It was also meant to boost development in areas where the seven states are incapable of meeting the challenges.

Perhaps those who envisaged this institution felt it would be a sort of extension of the North Block secretariat in the North-east. More so since the council was, until a very short time ago, under the Union home ministry.

It is also true that at the time of its inception, the idea of an NEC was mainly security-centric since the region has been a boiling pot of rebellions. It was only much later that the powers that be in Delhi realised that development backlogs were actually creating another kind of discontent.

In its wisdom, the NDA government created a department for the Development of the North Eastern Region, which was later upgraded to a full-fledged ministry.Doner was the result of a study conducted by the Shukla Commission headed by SP Shukla, which also had on board some familiar North-eastern hands such as BG Verghese and others.

The commission toured the region extensively and studied the imbalances that kept the North-east at subsistence level. This was in the early ’90s. It was around that time that then Prime Minister HD Deva Gowda spent five days in the region, visiting each state and educating himself of the ground realities. He is, till date, the only Prime Minister to have done so, bless his soul. Others are noted for their flying visits. Dr Manmohan Singh, despite claiming domicile in Assam to get elected to the Rajya Sabha, has hardly spent even a day in Guwahati, although that is his official residential address.

However, the creation of Doner without envisaging an appropriate role for the NEC is perhaps the cause of all problems today. It is difficult to clearly distinguish between the roles of Doner and the NEC. Somehow the latter seems to have been subsumed by the former, although that should not be the case.

But what is turning the NEC into a beleaguered institution is its governing body, which is no less than a geriatric ward packed with retired bureaucrats for decades. There is much input by way of injection of resources to sustain the lifestyles and travel packages of these elderly citizens who should, if they really care for the region, make way for fresh blood to give the NEC a new lease of life and a new sense of direction. But in this country people hang on to their positions long after they have crossed superannuation age, as if they are the sole repositories of all the wisdom in the world.

Yes, on the NEC board are retired bureaucrats, one of whom is said to be very close to Race Course Road, and they have virtually enjoyed the perks of office for far too long. They have not shown any initiative to lift the region from the morass it finds itself in. It is true that NEC funds some road projects here and there but these funds are not adequate to make a dent in the region. According to Vision 2020, which was carefully crafted after taking the views of the people of the region, the North-east needs a few hundred thousand crores of rupees to catch up with the rest of India. Indeed, the North-east requires massive infrastructural build-up for which the NEC could have been the supporting arm but this has not happened.

Doner has further undermined the role of the NEC, whose budget is now greatly reduced since the funds from the Non-Lapsable Pool of Central Resources are administered by Doner. But the truth is also that the NEC under some past secretaries had acted in a very arbitrary manner and doled out funds right, left and centre to undeserving individuals and organisations. Some years ago the NEC funded a Shillong-based environmental NGO several crores of rupees but this amount was allegedly misutilised. The case is now with the CBI. At a recent meeting of NGOs in Shillong to discuss the development backlog of the region and prepare a draft for the consideration of the Planning Commission to be included in its 12th Plan, the common grouse expressed by all representatives of the eight states was that the NEC had failed to live up to its role.

There is a feeling today that the council should revisit its goals and redesign its module to become a planning commission for the North-east. As a regional planning body, the NEC can be a sort of liaison between different departments of the Central government and the North-eastern states. Many of the states do not have the expertise to prepare Detailed Project Reports, as a result of which their projects are turned down on various grounds. By the time the states come up with another DPR, there is cost escalation and a host of other problems. Hence, the NEC could become the lever for pushing growth in the region since Doner has turned into a funding agency for projects and the NEC has metamorphosed into a sort of back office for Doner. Also, the fact that both the NEC and Doner continue to fund projects of different ranges results in overlapping.

Most schemes are not even monitored. Many have taken more than the gestation period allowed for their completion. All this only creates a black hole into which development funds are pushed in without ever really producing anything to benefit the common people.
The region faces several cross-cutting challenges. One of the monumental challenges of our times across the states is waste/garbage management. While we can think of waste processing units in every state, the project will not be viable if it is to cater to only one state. Hence, a common project or programme for waste management for two or three contiguous states makes better sense. Even for tourism, the NEC could become the key policy-maker and the conNECting link in this region. In fact, the council should become more of a think tank that shapes policy for the North-east and enables the Centre to grasp the complexities of the region.

The NEC could also be a link between the different Central ministries with their offices in the region. Often these ministries do their own planning and implementation and there is no convergence at all. The mantra today is convergence because that also means pooling resources and adding greater synergy as well as accountability. The Union environment and forests ministry, for instance, has its back office in Shillong but we hardly get to hear of a joint action by the two. This is just one example. There are many other Centrally administered extension centres, such as the Indian Council for Agricultural Research, which all function independently. All these need to come together under one head in the North-east and tell us what they are doing and what their achievements in different areas are. This is the only way to hold the government and its different arms accountable. Otherwise these establishments will function like sarkari offices that only cater to employees’ needs without assessing their output.
There will, of course, be resistance to any kind of change but we live in a world where redundancy is real. Those who cannot move with the times become redundant. It is only a matter of time before governments will also have to prune themselves and link an employee’s tenure and pay to his/her performance. I am sure the NEC, too, has a lot of peripheral staff whose role has diminished with the advent of Doner. These would be put to better use if we bring in the convergence factor.

For now, the NEC needs to shed its top-heavy load of board members who are well past their shelf life. Let people from the region with a grasp of the real issues guide the council as it takes on a transformative role.

Popdust wrote that "the heavily flanged Kardashian sounds barely engaged with her own song." Crushable declared the single "laughably bad and nearly unlistenable." And Neon Limelight said: "What really kills the song are the horrid vocals. Kim coos through the song lifelessly singing about taking shots and dancing the night away at her favorite spot. Is this club filled with zombies? They're the only creatures she's courting with that monotonous tone."

3rd Phase of Bru Repatriation To Mizoram on March 8

refugees[2]Aizawl, Mar 4 : The third phase of the repatriation of Bru refugees from the six relief camps in North Tripura was scheduled to begin from March eight, Mizoram-Tripura border Mamit district officials today said.

The officials said that around 450 Bru families, already identified by the officials as bona fide residents of Mizoram, would be repatriated this time.

Arrangements have been made for the return of 450 Bru families and they would be resettled in Mamit district’s Sihthiang, Tumpanglui, Tuipuibari, Khanthuam, Damparengpui and Damdiai villages, the officials said.

Meanwhile, sources in the State Home Department said that Rs 9.97 crore, sanctioned by the Union Home Ministry for the repatriation expenses, was yet to be credited in the Mizoram Government account.

“The finance department, however, was making arrangements to provide the fund with expectations that Rs 9. 97 crore would soon be credited in the Mizoram Government account,” the sources added.

iPad 2 launch excites porn industry

The launch of Apple's iPad 2 on Wednesday left a lot of consumers excited perhaps none more than those in the adult entertainment industry.

That's because the new iPad, like the latest version of the iPhone and iTouch before it, will feature Apple's signature video chat application FaceTime, which has been adapted for X-rated use by a company called iP4Play.


"iP4Play offers a two-way audio and video experience like no other where both parties can see and hear each other utilising the stunning display resolution of the iPhone, iPod Touch, iPad or Apple Mac computer," the company said in a statement.

The service, which launched in August of last year, currently employs roughly 35 women.
Claiming to hold the title of the only adult video chat to operate using FaceTime, iP4Play says it has tens of thousands of users and sees roughly 30 per cent growth in its client base every month.

"The return rate of our customers is pretty encouraging too," said Travis Falstad, the company's co-Founder and managing director.

Falstad says the company is not yet making money, but is probably a couple of months away from being profitable.

The concept of using Apple products for adult content is hardly new.

Days after the iPhone 4 went on sale last year, Craigslist ads in at least five cities popped up recruiting girls to participate in video sex chats using the FaceTime application.

Surprisingly, Apple has approved X-rated applications for the iPhone before, such as MyVibe a vibrator application which launched in 2009, but the general understanding is that it will not approve the sale of adult apps in the iTunes store.

And despite Apple's history of shutting down X-rated content on its platforms, Falstad sees his company's relationship with the tech giant as mutually beneficial.

"We believe Apple is happy to have us out here helping to promote FaceTime. 

Our customers have the ultimate satisfying experience so we're helping to convert tens of thousands of new FaceTime users," he said.

"Adult drives innovation in technology so I think it's a natural fit that's born out by our satisfied customers."

In anticipation of the success this technological advancement will bring, iP4Play welcomed news of the iPad2 yesterday with a day of promotion dubbed Porn Star Wednesday.

Any new launch of an Apple product is obviously very exciting," said publicist Brian Gross, who represents the adult brand.

'Have You Seen My Wife?'

New Delhi, Mar 4 : Beleaguered husband searches for his spouse, who went missing in Chandigarh more than a month ago. Investigations lead police to the Delhi.

Prabhakar Singh (29) could have never imagined that his wife's wish to attend a job interview in another city would make her disappear without  a trace.

Prabhakar had married Pushpa Singh in June last year and the couple was living happily in Mumbai. "In December last, my wife received a call from her friend Mohammad Farooq Khan in Chandigarh who told her that there were some vacancies in a private bank there and he can arrange an interview for her. So, I booked a ticket for her on December 31 and she left for Chandigarh on January1," said Prabhakar.

After arriving in Chandigarh, Pushpa was constantly in touch with her husband over the phone. "She told me that the scheduled interview was cancelled and the same would be held on January 2. But on January 2 when she went to the interview venue with Farooq, she found that no interviews were being held and Farooq was just bluffing her.

She then told me to book a ticket for her immediately as she wanted to come back to Mumbai. So I booked her a ticket for January 2 and the flight was to  scheduled to leave for Mumbai at 6.30 pm.  As she left for airport, she was constantly talking to me on the phone. But as she reached the airport she suddenly said that she was in trouble and shouted for help. After that her mobile phone went off and there has been no communication from her till now," Prabhakar added.

Prabhakar then went to the Mumbai police and told them about the incident. The Mumbai cops prepared a letter in Marathi and Prabhakar went to Chandigarh with the letter. But to his dismay, he found that the cops there couldn't read Marathi.

Disappointed, he returned to Mumbai. "The Mumbai police then again send the complaint in English via mail and fax. The Chandigarh cops however denied receiving any such fax or mail. Then I again contacted the Mumbai cops and couriered the documents to a friend in Chandigarh who then submitted them to the police. Finally, an FIR was lodged and a case of kidnapping registered in Chandigarh on February 20, one month and 20 days after the incident," Prabhakar added.

Following the FIR, police arrested Farooq. During interrogation, he revealed that he had accompanied Pushpa to the airport and they had a heated argument during which he snatched her cellphone and broke it.

"Farooq told the cops that form airport he took Pushpa to his friend's house in Chandigarh. He then said that she had to go to Delhi as the interview was supposed to be held there and but he didn't know where exactly she had gone. There is no clue about my wife. I am planning to move to the court and National Human Rights Commission," said Prabhakar.

Based on Farooq's statement, the Chandigarh police then came to Delhi on February  25 to investigate the matter but so far they have not been able to make any headway in the investigation. "We have got some crucial leads through call details of the accused and the victim. So far the investigation has not been able to point out at to what has happened with Pushpa," said a police officer.

18-yr-old kidnapped
Last month, the Delhi Police arrested two persons for allegedly kidnapping an 18-year-old married girl from Lok Nayak Hospital where she had reportedly come for treatment. The accused were part of a gang of six - including two women - that targeted railway stations, hospitals and ISBTs.

They would identify a target, win her trust, abduct her on the pretext of helping her and sell her off. The victim was rescued from Karnal in Haryana where she had been sold off, said police. The girl had come to Delhi with her husband.

At the railway station, the couple asked around for the way to the LNJP Hospital. Police said that the accused then offered to take them to the hospital.

Los Angeles: Justin Bieber apologized on Wednesday for angrily hoisting his middle finger at paparazzi who buzzed the squeaky-clean pop star and his girlfriend after his birthday dinner in Los Angeles.

The fracas occurred on Tuesday evening when Bieber and Disney starlet Selena Gomez left an Italian restaurant where they had celebrated his 17th birthday.

A grim Bieber made the spontaneous gesture after he took the wheel of their vehicle and Gomez shielded her face. It was a rare outburst by the pop sensation, who is publicly unflappable and upbeat in the toughest of circumstances.
